Government Resolution No. 1047/1999 (V.5.) about medium-term measures to improve the living standards and social position of the Roma population.

The Government reviewed the Government Resolution No.1093/1997 (VII.29.) about medium-term measures to improve the living standards of the Roma population and, in order to further develop it, passed the following Resolution:

 

  1. The Government discussed and adopted a package of medium-term measures as described in the Supplement to improve the living standards and social position of the Roma population.
  2. The Government called upon the ministers and the executives of national bodies to include in their budgets for the coming years the sources to be used to implement the goals identified in the package of medium-term measures. It also needs to be looked at how PHARE and other development subsidies can be utilized to co-finance existing sources in implementing the package of medium-term measures.
  3. Responsible: the ministers involved

  4. In accordance with an evaluation of how a time proportionate part of the goals identified in the package of medium-term measures have been implemented and in order to promote their implementation, the members of the Inter-Departmental Committee on Roma Affairs (hereafter referred to as the Inter-Departmental Committee) shall report to the Inter-Departmental Committee about the planned sources available for the implementation of next year’s goals. The Chairman of the Inter-Departmental Committee – on the basis of the reports presented by the members of the Committee – shall report to the Government by September 15 each year about a time proportionate implementation of the goals of the package of medium-term measures and about the sourcing requirements of the goals for the next year. When the Finances Act has been adopted, he/she will propose an amendment to the package of medium-term measures if such need arises. The members of the Inter-Departmental Committee shall continuously consult with the Roma (Gypsy) National Self-Government during the implementation of the goals identified in the package of medium-term measures.
  5. In order to promote the integration of the Roma population in society and to improve their living standards and social position, the Inter-Departmental Committee shall propose a comprehensive, professionally sound, long-term strategy of social and minority policy in collaboration with the Roma (Gypsy) National Self-Government. The Government appoints the Chairman of the Inter-Departmental Committee to co-ordinate the efforts aimed at proposing a long-term strategy.

  7. This Resolution shall take effect on the date of its publication. At the same time the Government Resolutions No. 1125/1995 (XII.12.) on the most urgent tasks related to the position of the Roma population; No. 1093/1997 (VII.29.) on the medium-term package of measures to improve the living standards of the Roma population and No. 1107/1997 (X.11.) on the measures aimed at improving the situation of the Roma ethnic minority shall expire.

1. Education

1.1. The task is to inquire and work out means that can be used – beyond the current regulatory system – to encourage the regular attendance of socially disadvantaged school-age children at nursery schools, and the decrease of school absenteeism.

1.2. For the efficient secondary education of the socially disadvantaged Roma students, accommodation facilities in students’ hostels have to be expanded, particularly in towns and county seats with several secondary institutions. Besides the development regarding the expansion of accommodation in boarding schools and students’ hostels, the claim of the Roma minority may demand the establishment of the conditions of founding secondary educational centres in Budapest and in North-East Hungary. To encourage this, in course of the preparation of the Finances Act, a motion shall be proposed to reach that organisations which establish or develop institutions in the interest of the above objectives get priority if they submit their application. 1.3. To support the obtaining of qualifications and employment by – particularly Roma - youngsters and young adults dropping out of the education system, complex programmes shall be developed and institutionally introduced. During the development of these educational and employment programmes, the experiences of foreign institutions as well as the PHARE programmes of the former Ministry of Labour and the Ministry of Culture and Public Education shall be used. The programmes shall encourage the successful completion of the primary school.

1.4. To promote the secondary and tertiary studies of the socially disadvantaged young Roma with scholarships bound to good academic achievement, and in the interest of successful entrance examinations into tertiary education institutions, the young Romas’ participation in university preparatory courses shall be supported through tenders. To ensure the success of the tender systems, the co-operation of state and public utility organisations, particularly public foundations announcing this type of scholarships and tenders, shall be initiated. 1.5. To ensure the effectiveness of programmes being in progress in other fields, the Inter-Departmental Committee on Roma Affairs shall be informed about the following tasks, independently fulfilled by the Minister of Education:

1.5.1. On the basis of the Act on Public Education No. LXXIX./1993. and the amendments of the relating legal provisions, according to the Decree No. 32/1997. (XI. 5.) MKM on Issuing the Directives of the nursery and school education of national and ethnic minorities:

  1. improvement of the content of Roma minority education,
  2. development of framework curricula,
  3. establishment of the conditions of evaluating the education and ensuring its quality,
  4. ensuring educational materials and methodological appliances necessary for the education,
  5. depending on reconciliation with the Roma (Gypsy) National Self-Government, development of the requirements necessary for the teaching of the Romani languages.

 

1.5.2. Development of the institutions maintained by self-governments, foundations etc. playing a significant role in the Roma minority education. Provision of professional and financial support for their work.

 

1.5.3. Propagation of the already proven local programmes for the professional support of the Roma minority kindergarten and school education, the provision of possibilities necessary for the adoption of good programmes. Tender invitation for exploring successful programmes, establishment of a database for their professional revision afterwards.

1.5.4. Scholarship offers for young Roma people with good achievements in secondary and tertiary education:

    1. scholarship offer for secondary school students with good school achievement,
    2. scholarship offer for university and college students with good academic achievement,

 

1.5.5. Restricting the dropping out of secondary school Roma students, and supporting the chances of further studies for the talented:

    1. tender invitation for the establishment of a mentor system in secondary institutions,
    2. call for applications for the participation of secondary school graduates in university or college preparatory courses.

 

1.5.6. Encouraging the education of Roma studies particularly by supporting the work of already functioning departments or departmental groups in tertiary teachers’ training colleges, through calls for proposals.

1.5.7. Supporting the further training courses organised for teachers participating in Roma minority education, through tenders.

2. Culture

2.1. The system of cultural institutions relating to the cultural activities and the group organisation of the Roma, and the system of specialised institutions serving the preservation of cultural values shall be developed. Regarding the development of the institutional network, detailed draft programmes (comprehensive professional programmes, feasibility studies, with detailed financing schedules) shall be worked out with the co-operation of the National Roma (Gypsy) Information and Cultural Centre.

2.2. In accordance with the real demand, the availability of educational and cultural services, books, methodological appliances and schoolbooks for the Roma also in their mother tongue shall be promoted. 3. Employment, agriculture, regional policy

3.1. Measures promoting employment

3.1.1. It is necessary to conclude or prolong such agreements on technical co-operation between the county labour centres or their sub-offices, and the Roma minority self-governments and organisations that are the most suitable for solving the employment problems of the Roma (e.g. which set the aim of information, work organisation, education, prevention and elimination of negative discrimination in the field of employment). Within this frame, the possibility of employing specialists belonging to the Roma minority in labour centres, shall be studied. The responsible member of the Inter-Departmental Committee prepares an annual analysis and report on the content of the agreements, the forms of co-operation and the programmes implemented, with the contribution of the labour centres affected, for the Inter-Departmental Committee.

3.1.2. A methodological information booklet shall be prepared for the local municipal governments and the Roma minority self-governments and organisations. The booklet shall summarise the useful organisational and methodological experiences of already successfully functioning employment programmes (e.g. small and medium-size enterprises, public works and public utility works, agricultural and social land programmes, regional development programmes and other programmes aiming at the decrease of permanent unemployment etc.), and present the forms of support which may give assistance for organising and running new programmes.

3.1.3. 3.1.4. Within the frames of the Employment Act, positive discrimination shall be applied for the benefit of the socially disadvantaged – including Roma people -, first of all through extra support granted within the system of active means of the employment policy. An evaluation shall be prepared about the forms and means of support applied, the efficiency and effectiveness of their application and the improvement possibilities.

3.1.5. The support system of the career-starter young unemployed (e.g. alternative labour market services, transit employment and training programmes etc.) shall be run with a special emphasis on helping the employment and developing the entrepreneurial skills of the socially disadvantaged, including the Roma.

The responsible member of the Inter-Departmental Committee prepares a report on the participation of those concerned in the programmes implemented within the framework of the support system, on their opportunities to enter and to stay on the legal labour market. 3.1.6. With the intention of increasing the employment chances of the permanently unemployed, the programmes of public works and locally organized public utility works shall be continued in accordance with the regional development programmes and with the involvement of the local authorities and the Roma self-governments. In the regions particularly hit by unemployment, continuous analyses and evaluations shall be conducted, to assess the extent to which public works and public utility and community work projects contribute to the improvement of the employment situation of the permanently unemployed and socially disadvantaged classes of society, including the Roma. 3.1.7. Regarding the relieving and/or infrastructure development of slums and slum-like neighbourhoods and residential areas, targeted public work programmes shall be announced, ensuring priority to local governments, which undertake the implementation of the programmes by adding their own financial means and in co-operation with the local Roma communities.

3.1.8. 3.1.9. The programmes and training courses announced by the Regional Labour Force Development and Training Centres for socially disadvantaged, permanently unemployed people, including the Roma, shall be expanded – in case of demand, also by ensuring primary education for adults. A major task of the Regional Labour Force Development and Training Centres is to ensure a wider participation in the training of the cumulatively disadvantaged residents of small settlements, who are particularly affected by unemployment. The responsible member of the Inter-Departmental Committee yearly prepares a report for the Inter-Departmental Committee, with the contribution of the Regional Labour Force Development and Training Centres, about the outcomes and development possibilities of the programmes and training courses they implemented.

3.1.10. In accordance with point 4 of the Government Resolution No. 1161/1998. (XII. 17.) on the medium-term strategy of the development of micro, small and medium-size enterprises, with the support of the special fund to be created to target small and medium-size enterprises, it is necessary to study the possibility of starting a separate programme and involving PHARE sources in the interest of developing the enterprises of social classes – including the Roma - who are in a disadvantaged position on the labour market.

3.2. Agricultural programmes

3.2.1. With the purpose of promoting the subsistence of the socially disadvantaged families, including the Roma, the social land programme shall be continued, expanded and spread, with the collaboration of local governments, Roma minority self-governments and organisations as well as the Public Foundation for Roma living in Hungary.

On the basis of the efficiency survey covering several counties on the experiences of the expanded and functioning social land programmes, a report and a development proposal shall be worked out yearly.

3.2.2. The experimental model social land programmes started in small regions on the proposal of the Roma (Gypsy) National Self-Government shall be continued. 3.2.3. With the intention of promoting that participants in social land programmes become farmers, primary producers and entrepreneurs, training and technical counselling shall be provided, involving the village agronomic organisations functioning within the competence of the Ministry of Agriculture and Rural Development. 3.2.4. On the basis of a survey conducted regarding the transferability of cultivable lands, which remained in state property, to the social land fund, further possibilities of ensuring land area shall be examined with the purpose of expanding the social land programme.     1. Regional development

 

3.3.1. 3.3.2. In settlements where cumulatively disadvantaged classes, including the members of the Roma minority, represent a considerable proportion within the population, separate support shall be ensured, as a central objective, from the central fund of the regional development, for the implementation of the regional development programmes, through supplementing the part of the contribution of regional, county and local crisis management programmes.

3.3.3. Informative forums, training, and technical counselling services shall be organised – with the involvement of the county regional development councils, the county labour centres and the Roma (Gypsy) National Self-Government – for those competent in local governments, the leaders and representatives of the Roma minority self-governments and organisations, to reach a larger proportion of disadvantaged Roma participants in local and regional development programmes.

3.3.4. Former programmes supported by the county regional development councils shall be analysed and evaluated in order to assess how much they mitigate permanent unemployment, to what extent and with what efficiency they reach those settlements where the members of the Roma minority communities living in conditions below the average represent a considerable proportion within the residents. The experiences of the evaluation shall be taken into consideration at the formulation of the tender objectives of the next year.

4. Social, public health and housing programmes

4.1. In the interest of the improvement of the health conditions of the Roma population, with the purpose of eliminating the practices bringing about negative discrimination, which occur during the use of medical services, a research programme shall be started exploring the indicators of the Roma population’s health conditions, the relationship of the institutions providing medical services, and the residents affected.

Based on the study, a technical programme shall be developed in connection with the health policy strategy.

4.2. The scope of various screening and welfare services providing prevention – which is important also from the aspect of national health - shall be expanded. With the intention to eliminate the factors, which threaten the environment and the health of the inhabitants of slums and slum-like neighbourhoods and residential areas, technical measures shall be initiated with the involvement of the communities concerned, the local governments and the minority self-governments.

4.3. After the completion of the assessment started with the purpose of preventing the re-emergence, and restricting the reproduction of slums and slum-like neighbourhoods, a programme shall be developed along with a feasibility study and a detailed financing schedule to relieve them and to develop their infrastructure as well as to offer a technical solution for the problems of drinking water supply. The residential communities concerned, the local authorities and Roma minority governments and organisations shall be involved in the elaboration of the programme.

4.4. The experiences of the housing programmes of the Roma (Gypsy) National Self-Government and the Welfare Service Foundation shall be evaluated. 5. Programmes against discrimination

 

5.1. According to par (45) of the Act No. XI./1987 on Legislation, the practical enforcement of the acts containing the prohibition of negative discrimination shall be constantly monitored. The members of the Inter-Departmental Committee prepare an annual report on the experience of the monitoring for the Inter-Departmental Committee.

Based on the results of the inquiry, the necessary amendments to law shall be made. It is necessary to establish that future legislation in the different regulatory spheres could ensure and promote the enforcement of discrimination-free practice.

5.2. The lawfulness of the police behaviour in connection with the members of the Roma minority shall be continuously followed with attention. 5.3. In the education of undergraduates and graduates working in the bodies of law enforcement - in the interest of a discrimination-free, human service supply – knowledge of social history, culture, sociology etc. regarding the Roma shall be taught on the level of practical use.

6.1. The harmonisation of the activities of funds, public foundations and institutions that support the Roma minority’s media shall be initiated with the purpose of continuous co-operation and the effective use of the sources. 6.5. Training programmes shall be worked out and organised for the representatives of the Roma minority self-governments, in co-operation with the Roma (Gypsy) National Self-Government, with the intention that the representatives of the local minority self-governments acquire appropriate knowledge regarding their rights in the sphere of minority education, and the ways of their enforcement.

6.6. In the interest of encouraging communication and co-operation between the Roma residents and the different institutional systems, training events and discussions shall be organised for the representatives of the Roma minority self-governments and organisations, with the involvement of the Roma (Gypsy) National Self-Government. Annual schedules shall be compiled regarding the implementation of the professional programmes.
